Forty-Two WWI Soldiers in Vernon Park

This photograph was passed down from the Madge (Parker) Kohlman family. The only identification on it was a note on the back reading "Beryl Parker is little Uncle Sam." Your help is needed to identify the occasion and other individuals. Details showing faces are below.
What we know at this point --
1) Beryl Parker was born in Feb 1913. The Parker family came to Vernon
in 1914.
2)
The flag displayed is the 1892 forty-four star flag that flew over
Vernon when it was founded. Vernon celebrated its
25th year in 1917 and
its 30th in 1922. (Or was this a special 1919/1920 Vernon "Welcome Home"
for all area
veterans?)
3) Men in the group aren't recruits, several have "wound stripes".
Also there are to many soldiers for Vernon alone so the men in the photo
may have come from anywhere in the area.
