 Oscar was born to Charles and Harriet Day Jolley on 18 March 1845 in Waterloo, Athens County, Ohio. He had one sister Lucy Ann.
Oscar served in the Civil War as a Private in Company I, 7th Ohio Cavalry having enlisted on 6 November 1862 and being discharged at the end of the war on 3 July 1865.
on 22 June 1876 Oscar married Ella M. Reynolds in Calhoun County, Iowa. There were two children from that marriage; Ella Emma and Francis (April 1891).
Oscar was an attorney and was also listed as a farmer in both 1910 and 1920 census reports. He had a land pagent in Section 2, Township T143, Range R96.
Oscar died in Los Angeles, Los Angeles County, California on 11 June 1937 and Ella died on 22 October 1922 in Bethlehem, Northhampton County, Pennsylvania. Oscar is buried in Los Angeles and Emma is buried in Calhoun County, Iowa.
