In 1887, due to the rapid increase in Hillsboro's population, means were discussed to provide a city cemetery. The first meeting of the Hillsboro Cemetery Association was held in May 1889. In 1909 a set of amended bylaws were adopted and signed by members. The original cemetery, consisting of five acres, was purchased from Frederick Gilbertson (Skogen) in 1889. This is the west section of the cemetery. In 1917 another 5.90 acres of land were purchased, now known as the Riverside Cemetery Addition.
