This is the second  “spin - off”  from my  transcription of the  Otsego Town 
Records, 1825 - 1870.;  the first was  The Town of Otsego: Home Front, 1861 - 1865.


	The 1865 annual  report was the first one to include a record of money 
spent.  The first two years, 1865 and 1866, did not include the amount claimed by 
those who had received payment from the town.  In the reports from 1867 through 1884 
both amounts were given - the amount claimed and the amount allowed in the audit. 
 1884 was the last year included in this transcription;  beginning in 1885 audits 
were published in the local newspapers.


	In most cases the amount claimed was the same as that allowed.  There were a 
few occasions where the amount was cut, usually by a small amount.  However, there 
was at least one occasion - in 1878 - where the total claim was disallowed.  The 
claims made by attorneys were remarkable, ranging from $5.00 to $55.00 annually.  In
 1880 an attorney’s  claim for $10.00 was reduced to $7.50.

	The audits were done in November for the expenses up to that time.  The
 annual town meetings were held the second Tuesday in February; many years have 
records of a meeting early in February to settle the accounts from November to 
February.

	I am not attempting to analyze these accounts.  I am interested in making 
the record of how tax money was spent in the town of Otsego in the mid-19th century
 available to researchers in the 21st century.

	Consent is hereby given by said Board that the Commissioners of Highways 
immediately repair the Bridge near Hope Factory   the Iron Bridge across the 
Susquehanna River  called Russells bridge and the bridge at the Fork Factory in said
 town pursuant to An Act to provide for the speedy construction and repair of roads 
and bridges when the same shall have been damaged or destroyed passed by the 
Legislature of the State of New York  Apl 6, 1858.

Feby  7th  1871.  At a meeting of the Auditing Board of the Town held at the office 
of Saml. Edick as per adjournment from Peck’s Hotel  the following resolution was 
unanimously passed.

Resolved - That hereafter no doctors bills be Audited unless previously accepted & 
allowed by one of the Overseers of the Poor of the town.

Highway Commissioners and find that there is a balance against the Town of $4206.46 
for Bridge building & repairs.

$4000.00 for Highway purposes.

	Met pursuant to adjournment, full board present, finished auditing accounts.


	Resolved,  That the Overseers of the Poor Report the amount of temporary 
relief afforded during the present year, with the name, and amount to such Person 
furnished.  Also the amount of Doctors bills and by whom and to whom administered.


	On Motion adjourned to meet at the same place Nov. 29th at 9 A.M.

	November 29th, 1873
	
	Board met pursuant to adjournment, all present.  Bill presented by Geo. Armstrong, Constable of $3.55.  Audited and allowed $3.55/100

	

	On Motion  the following Resolutions approved.
	Resolved
		That this board approve of the action of its Clerk in procuring the 
Publication of the Reports of the Commissioners of Highways and Overseers of Poor 
for the current year in Freeman’s Journal and Republican & Democrat.

	On Motion
		Resolved.  That the Clerk procure the necessary stationary for the 
purpose of Registering the Bonds and Coupons of this Town; and is further authorized 
to call any Member of this board to his assistance in executing the same.	

	The Report of the Rail Road Commissioner of the Town was received and the 
following Certificate was signed by the full board.
	We the undersigned Board of Town Auditors of the Town of Otsego, do hereby 
certify that we have examined the accounts and vouchers of the Rail Road 
Commissioners of the town of Otsego and find the same correct, and that there is 
standing to their credit in the Bond of the Manhattan Co. in the City of New York, 
the Sum of Five Hundred  seventy one  49/100 Dollars.
	
	On Motion, adjourned to meet at the same place December 27th, 1873, one 
o’clock P.M.

	February 3d, 1874
	At a Meeting of the Town Board, all present, at the office of S. Irving 
Haynes.  Examined the accounts and vouchers of Samuel Angel and T. T. Higby, 
Overseers of Poor, and find remaining in their hands after paying all accounts to 
date, the sum of $360.21; in S. Angels hands $285.51, in T. T. Higby hands $74.70 .


	On settlement with Highway Commissioners find remaining in their hands the
 sum of $185.34.  Paid in by Collector ($17.25 +$185.34)   $202.59
	On settlement with Supervisor find remaining in his hand one Hundred and 
Eleven Dollars and Sixty four cents ($111.64)

	The Town Clerk submitted the Book containing the entries of Rail Road Town 
Bonds & Coupons.  Registering the number, Date, Amount and time of Payment of Each 
Bond & Coupon, which was accepted.

	There being no further business adjourned without delay.

	Resolved  That the Supervisor be and he hereby is  authorized to raise the 

sum of Twelve Hundred Dollars to be paid to Highway Commissioners of the town for 

Highway purposes.

	Resolved  that the Supervisor be and he hereby is  authorized to raise the 

Sum of Twelve Hundred Dollars to be paid to the Overseers of the Poor of the town 

for the temporary support of Town Poor.

Bonds, amounting to One Thousand Dollars, for the Sinking fund of the town of Otsego 
and that said bonds are in the hands of the said Commissioners.

town were examined. 	
	 It was found that he had received the sum of  $1592.77 and had paid out the

 sum of  $1261.75 and that he has now in his hands the sum of  $331.02 unexpended

 moneys.	

	The Accounts and vouchers of Luther Goodrich, Overseer of the Poor of this 

town were examined. 
	 It was found that he had received the sum of  $123.25 and had expended the
 sum of  $60.75 and that he has now in his hands the sum of  $62.50  unexpended 
moneys.

	The Accounts and vouchers of W. C. Keyes, Francis Hecox and John A. McEwen,

 Commissioners of Highways of the town of Otsego were examined.  


	It was found that they had received the sum of  $2572.48 and have paid out
 
the sum of  $2313.37 and that they have now in their hands the sum of  $259.11  unexpended moneys.

	There being no further business the board adjourned to Monday  February 7th

	James A. Lynes offered the following resolution which was carried 
unanimously.
	
	Resolved - That the Overseers of the Poor are hereby authorized to use a 
sound discretion in the treatment and relief of Tramps and other poor persons and to
 confer with the Justices in regard thereto.
	It was Resolved  That the Supervisor raise by tax the sum of Two Thousand 
Dollars ($2000.00) for the purpose of paying notes made by the Overseers of the Poor
 and for the temporary relief of the poor of the town.

	Resolved that the Supervisor raise by tax the sum of Five Hundred Dollars
 ($500.00) over and above the amount authorized by law for highway purposes.

Commissioners of Highways for the town of Otsego were examined and it was found that 
they had received the sum of Six hundred and Sixteen 48/100 ($616.48) and had 
expended Four hundred and forty six 90/100 ($446.90) and have now on hand the sum of
 One hundred and Sixty nine 58/100 dollars ($169.58).

	The accounts and vouchers of Albert Pierce, one of the Overseers of the Poor 
for the town were examined and it was found that he had received from all sources 
the sum of One thousand nine hundred and fifty three 08/100 ($1,953.08) and had 
expended the sum of one thousand two hundred and eighty six 56/100 dollars 
($1286.56) and has now in his hands the sum of Six Hundred and Sixty  Six 22/100
 dollars ($666.22.)

	The accounts and vouchers of Luther Goodrich, one of the Overseers of the 
Poor
for the town were examined and it was found that he had received from all sources 
the sum of  Forty five 76/100 dollars and has expended the sum of Two Hundred and 
twenty two 32/100 dollars and that the town now owes him  the sum of  One Hundred

	It was  Revolved   That the supervisor of the town cause to be raised by 
tax, the sum of One Thousand ($1000.00) dollars, for the relief of resident and 
transient poor.

	Resolved - That the Supervisor cause to be raised by tax, such sum of money,
 as the law will allow, to be used for Highway purposes.

	The bill of T & W. Shepard for damages to Sheep caused by dogs was audited 
and allowed at $8.00.
	The bill of A. W. Metcalf for damages to Sheep caused by dogs, was audited 
and allowed at $10.25.

	To  Ellery P. Cory, Town clerk of the Town of Otsego:

		The undersigned residents and citizens of the town of Otsego in the 
county of Otsego, eligible to the office of Supervisor of the said town, hereby make
 application in writing, requiring you to call a Special Town Meeting for said town,
 for the purpose of raising by tax on the taxable property of said town, the sum of
 ten thousand dollars, to purchase a site for a Town Hall in said town, and to 
purchase or erect a building for such Hall, and to raise money from time to time,
 for the care, preservation and improvement of such Hall.

	Pursuant to the foregoing request,  notice is hereby given  That a Special
 Town Meeting of the electors of the town of Otsego will be held at the Clinton 
House, in the village of Cooperstown, on the 2d day of Dec. 1879, at 11 o’clock in
 the forenoon of that day, for the purpose of raising by tax on the taxable property of said town the sum of ten thousand dollars, to purchase a site for a Town Hall in said town, and to purchase or erect a building for such Hall, and to raise money from time to time for the care, preservation and improvement of such Hall

	R. C. Doubleday was chosen Chairman.  Proclamation was made that the polls were open and would close at sunset.
	The following resolution was voted upon:
	Resolved   That the Supervisor of the town of Otsego, in behalf of said town, be and he is hereby authorized to apply to the Board of Supervisors of Otsego County for power and authority to purchase a site for a Town Hall and to purchase or
 erect a building for such Hall as provided by subdivision 20 of Section 1, of 
Chapter 482 of the laws of 1875, and to borrow on the credit of said town the sum of 
ten thousand dollars

	
	There were polled 982 votes, of which 654 were for the resolution and 328 
were against the resolution.
	The resolution was declared adopted..

	It was Resolved :   That the Supervisor of the Town caused to be raised by
 tax  the sum of Eight Hundred dollars ($800.) for the relief of resident and 
transient poor.

	Resolved:     That whereas Luther I. Goodrich  one of the Overseers of the 
Poor of the Town of Otsego  having by his accounts been shown to have the sum of Two 
hundred sixty four dollars and fifty seven cents ($264.57)  in his hands belonging 
to the town of Otsego,  Therefore  It is hereby : Resolved  that he shall not 
receive any money from the said town of Otsego until the said sum of Two hundred 
sixty four dollars and fifty seven cents ($264.57) shall have been expended by him 
as such Overseer.

	Resolved:  That the Supervisor cause to be raised by tax such sum of money 
as the law will allow to be used for highway purposes.

	At the annual meeting of Town board of Town of Otsego  held this day at 
King’s hotel  the following business was transacted, with the following members 
present.

	It was resolved that the Board Issue a Facility for the sum of Six hundred 
and twenty three dollars (623.00) to reimburse Supervisor W. A. Thayer for money 
Paid Taylor Bros., Paulina Lindsley and Saml. C. Bailey  which was ordered raised by 
the Board of Supervisors in 1882.  But was omitted from tax list through error of 
Clerk of Supervisors.

	The accts and vouchers of following officers were examined and found correct 
and settlement was made in each case.

Nov.8    Settlement was made with Will Mc Lean and E. E. Babcock - the two Poor- 
masters of this Town 

Nov.8   A Claim of Sheep Killing brought by J. W. Auger was allowed at Eight 
dollars.

Nov.9   the following Resolutions were offered and adopted - viz

	Resolved - That the Supervisor cause to be raised the sum of One Thousand 
dollars for relief of resident & transient poor.

	Resolved - That the Supervisor cause to be raised the sum of Two hundred and
 fifty dollars for highway purposes.
