Lewis Capet Shepard
He is the only Medal Of Honor recipient from Ashtabula county.
I have also attached a copy of the Congressional Record of the US House of Representatives from the 109th Congress on the 27th of Apr 2005, on that date our congressmen Steve LaTourette raised a flag of the capital in honor of his service and that flag was used at the dedication ceremony in Jefferson for the war memorial.
Due to a navy clerical error Mr. shepard's first was misspelled Louis.  
Earned The Medal of Honor During the Civil War For heroism January 15, 1865 at Fort Fisher, NC.
