EARLY AUTOMOBILE REGISTRATIONS FOR CACHE COUNTY

Earliest Automobile Registrations in Utah:

Motor vehicle registers were created in response to legislation enacted in 1909, requiring all motor vehicle owners (including dealers and chauffeurs) to register one time with the office of the Secretary of State. The initial reason for the registration of automobile owners was to ensure public safely, whereby, troublesome vehicles could be traced in case of reports of unsafe operators or vehicles, aid in cases involving accidents or trouble, and it was an early step in traffic safety and control. In 1915 the law was changed from perennial to yearly registration and began requiring that all motorcycles also be registered.

By the new law in 1915 the primary purpose of the registration was to collect revenue via the registration fees for the road fund with secondary functions of public safety also involved. The Secretary of State’s office was required to issue a motor vehicle directory semi-annually for distribution to law enforcement agencies and others.

Background:

In 1903 the City Council of Salt Lake City passed an ordinance requiring every self-propelled vehicle within the city or using its streets to carry an assigned number displayed conspicuously on the rear of the vehicle. The city provided only the assigned number by figure and the motorist was obliged to make his own way of displaying it. Some simply painted the number on the rear of the vehicles, others put the number on a piece of metal, leather or other material and then attached it to the automobile. The city specified this number had to be legible on a dark background in a bold face style and not less than six inches high. The fee for this number was $1 and it was good for an undetermined length of time. By early 1904 there were twenty-three such vehicles registered by the city and by the end of the year, fifteen additional vehicles were added along with sixty-seven new licenses in 1905 and 106 more in 1906. In a published listing of owners in late May of 1907 there were 281 owner names on the Salt Lake City automobile register.

State of Utah:

What was necessary and good for the largest city was also desirable for the state. In large part the provisions of the city ordinance found their way into the state’s automobile legislation which went into effect on May 11, 1909. The responsibility for collecting the licensing fee and assigning a registration number was given to the Secretary of State’s office in Salt Lake City. The license fee for each vehicle was $2 and the state then assigned a number in the form of a certificate along with a small two inch seal tag with a license number stamped upon it. The numbered tag was to be attached in the driving compartment to the dashboard or other suitable surface, and then the owners had to devise their own way of putting his assigned number on the rear of the automobile, whether by direct painting of the number or placing it on a piece of metal or other material and then attached to the vehicle. The state required the number to be in Arabic numerals at least four inches in height. Three newspaper articles relate details of the initial registration as follows:

“Automobile owners lined up at the office of C. S. Tingey, secretary of state, yesterday, to obtain their state licenses. During the day 175 licenses were issued to owners of buzz buggies and about twenty-five to chauffeurs. Secretary Tingey made an effort to give each applicant his old number used under the city ordinance. . . .

“Dr. Harry N. Mayo managed to secure registration as number one for his auto . . . .

“The new law calls for only one registration and it will not be necessary to ‘pungle up’ annually. In other respects, too, it deals gently with the auto owners. Establishment where the joy wagons are sold need take out but one license for each make of machine. Thus the Studebaker company took out five licenses. . . .

“As there were over 500 registrations of autos in the city it is expected that this will be an even
busier day in the office than yesterday.” --Salt Lake Herald, May 12, 1909.

“There have been 681 automobile licenses . . . issued by the secretary of state, a large number having been issued within the last few days. A booklet will be issued in a short time cataloging these numbers and the names of owners and drivers of machines. The law requires that numbers of given size shall be fixed in a stationary manner to the machines. The law is not [being] strictly observed and prosecution is promised those who do not observe the regulations to the letter.” --Salt Lake Telegram, July 14, 1909.

Before the Secretary of State’s office issued its first booklet with the names of owners, the Deseret Evening News on February 24, 1910, published the registration list under the name of “The Owners and Drivers of Automobiles in Utah.” The listing had the license certificate number, name and address of the owner and filing date but omitted any information on the automobiles. This first published listing had information on the first 834 enrolled, and an analysis of it with a comparison with the next known register can reveal details not otherwise available. The vast majority (816 of 834) of the owners were enrolled in 1909, starting with the registering on May 11, 1909; number 550 was recorded on June 8, 1909, and number 816 by December 30, 1909, leaving the last dozen and a half to be registered in January and early February of 1910.

A close examination of the two records reveal there were numerous changes in the fist 834 assigned numbers as there was considerable movement or changing of vehicles among some of the early owners. The various changes, additions, lining out, etc., makes some of this complicated especially using words to depict the register changes wherein lining out, insertions in and around original entries was used.

Perhaps the most troublesome was the frequent used of ditto marks on the filing dates and when changed with a new date the subsequent dittoed dates have to be determined if for original entry or the later change. Since the vast majority of these changes involved persons outside Cache County, this won’t be delved into other than the examples shown above. One other uncertainty remains in the vehicle for #2, Woolley, Jr., E. G. of Salt Lake City in his “Silent Night Touring car,” the car name remains a mystery. In the transfer remarks squeezed in on top of the original entry concerning the vehicle, the brand name of Ford was inserted; thus, it may have been a model type or style name that never caught on and was soon forgotten.

Now to focus on Cache County; of the first 834 automobile owners registered by the State of Utah, only six were from Cache County. This small number represented a small fraction (.00719) of the motor vehicles in the state in early 1910. Due to their assigned numbers and the published newspaper listing of February of 1910, all six were registered by the first week of July of 1909, but due to changes in the next available register list for two of the men (Langton and Bacon) the exact date of their original registration and make of automobile at the time cannot be determined. Instead, the date for the two men reflected the transfer of their assigned number to another vehicle in 1914, around three years after they were given their registration number and covered the automobile they possessed at the time. The first six officially registered automobile owners in Cache County were as follows with their number, name, residence, make of car and filing or transfer date:

All six automobile owners were noted residents of Cache County with - Business experience or aspiration along that line, and active in politics and promotional interests for Logan and the county wherein an automobile would appear to foster their images and aspirations. Due to some newspaper reports, Emanuel E. Colpin (his name was mistakenly given as “Coplin” in the newspaper listing) of Smithfield can be traced to some extent. On April 28, 1909, Colpin purchased an automobile from the Sharman Motor Company of Salt Lake City (Deseret Evening News, April 29, 1909). When Utah passed the law requiring automobile owners register their vehicles, he did so receiving the number 601 as shown on the newspaper listing published in February of 1910 and on the official register of owners (available on microfilm today revised, adjusted and changed as needed over a three year period). Colpin, the druggist at Smithfield, moved his practice sometime after the 1910 census to Oakley, Idaho (Salt Lake Herald, April 9, 1913). Seth A. Langton was known for his managing of the Logan branch of the Consolidated Implement Company and activities in his church. A physical altercation over politics with his stake president perhaps shunted him into - Private - Business ventures wherein he served on the board of directors of a drug company at Logan and became the manager of an investment land company by 1910. E. P. Bacon began as an electrician but became better known for his promotion of better roads and being president of the Logan Commercial Boosters’ club, and he was an investor and/or director in the Logan Rapid Transit Company, a garage for auto supplies and a steam laundry in Logan. In the latter he was on the board of directors with George F. Thatcher. Roy E. Rudolph was on the faculty of the Utah Agricultural College at Logan until he resigned. He served on the board of directors for a drug company in Logan and in 1913 he was found guilty of violating Logan’s liquor ordinance. The 1910 census listed his occupation as druggist. He eventually incorporated the Rudolph Drug Company with himself as president. Horace G. Nebeker was a lawyer active in the Commercial Boosters’ club and politics. He became the Cache County attorney and then the Logan City attorney in 1910. George F. Thatcher was the son of Moses Thatcher and the family’s - Business and economic positions were probably the highest in the county during this time. He served in various capacities with the Thatcher Bros. Banking Company and on the boards of directors of several companies.

A comparison and analysis of the 834 names on the partial listing published on February 1910 with the 1909 through May of 1915 state registration for only Cache County reveals the following for the above six owners: Colpin, Nebeker, Rudolph and Thatcher retained their 1909 filing date on both the newspaper version and the official state register. Bacon and Langton initially filed in 1909 as shown on the newspaper listing, but the official listing had undergone some revisions and they were subsequently recorded with another car in 1914 which would have been for their second auto with the added a note “2nd car” after each of their entries made by the transcriber. In addition three additional Cache County owners on the second known register with numbers below 834 (#566, #569 and #621) were not included in the newspaper listing by their name as published in February of 1910, thus they received their numbers by transfers shown as follows: #566 – Honnold, O. A. of Salt Lake City filed June 15, 1913, perhaps his second car since his number came by his initial registration in 1909 with the car transferred to I. H. Kirkwood of Smithfield, Utah in 1914; #569 - Reese, M. M., originally this number was assigned to Mrs. Dora Rippe Croft of SLC in 1909 and was transferred to M. M. Reese before May 3, 1912; #621 – Hansen, Lorenzo of Logan had it registered on July 3, 1912, however, originally #621 was given to Dr. R. S. Joyce of Ogden, Utah in 1909, then transferred to Mr. Hansen before July 3, 1912. Apparently the license and car went together in these three cited transfers.

The State of Utah Archives has been unable to find any copies of the periodic lists of owners put out by the Secretary of State’s office but did find that the three earliest registers had been microfilmed that covered the period from May of 1909 through the end of 1915. There are other microfilmed records for the 1916-1919 periods with the information that this office continued registering vehicles until 1933. They were authorized to discard expired registration records after two years following the annual renewals. Apparently they did so as there are no additional registration records known made by the Secretary of State’s office.

The earliest state records are in the Secretary of State Motor Vehicle Registers – Series 375 – Microfilm from Utah State Archives in Salt Lake City (Reel 1 includes three volumes—1st - 1909-1914, 2nd -1914 and 3rd - 1915.) After researching this microfilm it is quite apparent that the initial registry was by way of a numerical listing beginning with number one and consecutively thereafter in numeric order along with the requirement that the Secretary of State publish periodically a booklet with all the information involved in the registering. This published booklet was sent to law enforcement officials throughout the state and - Private copies could be obtained by others. To make the registry more conducive for publication, a second record book was formed with the data transferred to it, and kept in a general alphabetical form by first letter of all surnames along with the license number, name of owner, address, details on the vehicle and date filed. In the microfilmed records there were a few times when some names were inserted contrary to the established ways. The transcriber started at the beginning of each volume and went page by page through the listings. Among the difficulties experienced in the handwritten entries were the initials frequently used for given names which were sometimes hard to decipher. More trying was the later additions and/or changes to previous entries by squeezed in writing above the original entry any changes such as transfers, etc. In the transcribed listing below no ditto marks [“] will be used as they were troublesome and challenging on the microfilm copy. It will be observed there were big license number changes when progressing from one alphabetical surname listing such as “A” to “B”, on through the alphabetical divisions. As shown below, this listing was accumulative, covering six years before a new law superseded it.

The extractions below are for the Cache County automobile owners as transcribed from the state’s official register. Books 1 & 2 form the register for May 1909 into May of 1915.

There were 7994 registration numbers issued for the State of Utah in the period from May of 1909 through May of 1915, but a few of the numbers were duplicates, double counted transfers or for other reasons, reducing the actual number of vehicles in Utah by a small number.

For Cache County, Book 1 had 135 registration numbers with Book 2 having 236 for a total of 371 for the period from May 1909 through May of 1915. In this period Ford led the way with almost 41% followed by Studebaker and Buick with 12% each. The top six makes (Ford, Studebaker, Buick, EMF, Maxwell and Cadillac) provided 83% of the automobiles in Cache County during this period. There were represented thirty difference brands of automobiles.

On the listing for the State of Utah there were several out-of-state owners who were registered in Utah. For most of these living close to Utah perhaps it was easier to pay the one-time fee to get their automobile to their residential destination across Utah roads, but there may have been other advantages. For instance, if the out-of-state owner resided in Franklin, Preston, Weston or elsewhere in southern Idaho, the one time registration fee could have forestalled any problems in subsequent trips into Utah say to Logan for a host of reasons such as church, entertainment, education, etc.]

NEW REGISTRATION LAW - 1915

A new motor vehicle registration law took effect in May of 1915 in Utah primarily because it was seen that much revenue could be obtained by the state with an increase in the fee for licensing automobiles along with an annual renewal of this privilege. In addition, as the state’s registration list moved past seven thousand licensed vehicles, it was known by officials that this listing had much "‘dead wood’ [that] may be eliminated and the list accurately represent the number as well as the owners of cars now in the state." (Salt Lake Telegram, March 7, 1915).

A week later as the state legislature was debating the new automobile law, it was observed that the new law would "result in a revision of the list of automobile owners. The present list in the office of the secretary of state is known to have several hundred names that are no longer owners of cars or who have left the state." (Salt Lake Telegram, March 14, 1915).

Another deficiency in the old ways was the homemade construction of the licensing number on the automobiles. Under the new law in 1915 the state would provide the license plates for the first time and several years after others states began issuing license plates. The new Utah license plates would be white with green numbers pressed into them and issued in duplicate for front and rear of the cars, and be issued when the annual license fee was paid. The "Old Number Plates" had to be given up when the new licenses were secured. The new license fees were as follows: Automobiles up to 25 horsepower – $5; autos up to 40 h.p. – $10; autos over 40 h.p. – $15; electric automobiles – $10; commercial cars, trucks, taxis, etc. – $10; motorcycles – $3 and a chauffeur’s badge – $2. A newspaper report gave additional information as follows:

"Under the new law, which becomes effective Monday at midnight, all old machines, both automobiles and motorcycles, must be re-registered and all public chauffeurs must take out new licenses and badges. The old number plates on machines and old chauffeur badges must be turned in by the owners when they re-register. New number plates in duplicate will be furnished by the secretary of state's office, and the cost will be included in the license fee on the machine. . . .

"Owing to the fact that the law becomes effective almost at the middle of the year, license fees for only half a year will be collected, but annual fees will become due again in January, at which time the full fee must be paid.

"Under the new law new machines must be registered before they are driven on the public high-ways. Under the old law the owner had ten days in which to register and take out a license.

"It is provided in the new law that owners of machines registered under the old law and chauffeurs registered under the old law have until July 1, 1915, in which to re-register their machines and to take out new chauffeur's licenses. " --Salt Lake Herald, May 9, 1915.

[NOTES AND OBSERVATIONS BY TRANSCRIBER: On page 318 the last number on this register was 7994. The entries on this register were made by a typewriter on a pre-printed form that could be fastened into a ledger type record book. Several individuals had more than one vehicle registered in their names. In a few places there were no entries in a column, such blanks were marked with a couple of hyphens [--].

In the last few pages there were apparently corrections, adjustments or changes, such as several along the line of #7878 "issued in lieu of 5094", etc.

Spelling of names – Thompston (#7744 of 1915 listing) probably should be Thompson; Leishman and Humphries were spelled several ways with some question on spelling of Israelson, Meekle and a few other names.

In the "General Use" category - Pleasure and - Business are fairly obvious but the significance of "private" remains uncertain. Two of the brand names of autos remain questionable –Pase and C.M.T. as found in the1909-1915 Cache County listing - #2037 Pederson, H. A. "Pase," and the 1915 listing - #5131 Clark, Arthur Benjamin "C.M.T." The full name for entry #4101 would be Ogden, Logan & Idaho Railway Co.

Automobile styles:
Touring Car -- The touring car was the most popular body style in the early 20th century, being a larger alternative to the runabout and the roadster. The term for the style depicted a vehicle meant for touring with optimal views in all directions of the country being driven through in the open car frequently fitted with only a convertible top.

Roadster - originally and traditionally a two-seat open car with minimal weather protection--without top or side glass, though possibly with optional hard or soft top and side curtains; an open vehicle with a bench seat in front and a rumble seat or luggage compartment in the rear.

Runabout - a small, inexpensive open vehicle. They were a popular car body style at the beginning of the 20th Century. Most runabouts had just a single row of seats, providing seating for two passengers while there were options providing for a tonneau at the rear to provide optional seating for four or five.

Phaeton - an open vehicle body with two cross seats. An adaptation of the light four-wheeled carriage drawn by horses with no top or sidepiece in front of seats to the automobile styling. Both the carriage and automobile stressed fast speed (or "scorching") in marketing advertisements since the name derived from Greek Mythology as the son of the sun god permitted to drive the chariot of the sun until struck down by a thunderbolt before he set the world on fire.

Tonneau - originally the type of rear seating area of an automobile.
