No. 1. Held at the house of W. F. Littlewood, Oct. 26th 1875
The Board, as elected in Aug. last and since duly qualified,
viz. - Jonas N. Beck, John H. Barker and Foster Curtis, All present.
A Secretary was elected, by unamnimous vote, viz. - A. P. Welchman.
Mr. Welchman was also elected Treasurer, without discent.
School Teacher A. P. Welchman presented the following:
(No. 1) A Bill of Tuition, against the patrons of the day school, for the
inspection and approval of the Board. The bill being based upon a
ratio of 5 c. and 2 mills pr. day for the actual attendance of each
pupil. Approved.
The number of days actual attendance for said quarter, viz: The
1st qtr. of the present teacher, A. P. Welchman, from March 29th to
July 29th inclusive, being 1553.
(No. 2) Also A Bill for sundry purchases made while attending the Normal
School in Aug. 1875: to wit-

Considerable discussion was had rellative to the financial condition
of the Board, and also concerning the conducting of the day school.

No. 2 Special. Nov. 15th Called at the request of J. H. Barker
in expressing his views concerning the proper method of doing
business as a board Bro. Barker desired that all matters necessary
to be done be first presented to the assembled Board, and then
acted upon.
John Griffin was sustained as Assessor and Collector for the Board,
and instructed to perform his duty as collector in the case of
delinquents, forthwith.
Motioned by J. H. Barker, and carried that the taxes of Johannes
Peterson ($20, see pa. 94) for 1875 be remitted, on account of
misfortune.
Also: that the balance of taxes due from John Seiter ($4.08 see
pa. 98) be remitted for services rendered, carried.
Also: Motioned, sec., and carried that Bro. J. N. Beck supervise
the work now going on upon the school house, making desks, etc.;
and when done hand in to the Secretary the bills and accounts of
the same.
J. H. Barker suggested that a wide, substantial foot bridge be
placed over the ditch in front of the school house.
John Griffin was instructed to present all bills due him for
services as Assessor and Collector.

No. 3. Held Dec. 25th
Minutes of Special No. 2 read and accepted, Beck, presiding, called
for business items.
Question: "Shall we have a vacation of the school between Christmas
and New Years" decided in the negative-the days only to be celebrated.
Financial Report called for. Secretary reported "Not yet prepared-
some necessary accounts not yet having come in.
Barker refered to the discrepancy in Hyrum Curtis' accounts.
Beck stated that H. Curtis' taxes for 1874 proved to have been
remitted.
Question "Shall we refund to John Seiter (in consideration of vote
of remittance, see Special min. No. 2) the amount he has paid.
No action taken.
Bp. Littlewood suggested the propriety of establishing a living
fund in the interests of education in Newton.
Barker called for a report of proceedings in making desks, etc.,
Beck stated that an error had been made in the measurement of some
of the benches just constructed.

At a special meeting of the Board called to hear a complaint entered
by James Parsons against the teacher Mr. Welchman for improperly
punishing his son George, the following Points of School Discipline
conclusions were arrived at after some discussion:
Detaining children after School hours conceede to the teacher, but
with advice to use it cautiously, particularly with reference to
large schollars, females especially.
Corporeal punishment admitted, under similar restrictions; and
further more this it should never be inflicted upon

the head. Its entire abolishment recommended where practicable. The
palms of the hands were suggested at the most suitable place for
its application, if used at all. A certain strap (examined) used
by Bro. Welchman was allowed under the foregoing restrictions.
No. 5. Board met at the house of Bp. Littlewood on Fri. evening, Mar. 17th
1876.
After opening the meeting as usual, with prayer, Sen. Trustee J. N.
Beck called for a financial report; which was read by the secretary;
including the delinquent tax account.
Widow Magdalene Looslie's taxes, prior to the year 1875 were remitted.
The late school law was read & discussed.
The accounts of Mr. Welchman, the present school teacher, as pr.
ratio for the second quarter, ending Dec. 22nd 1875, were presented
and accepted.
The teacher proposing to attend the Logan High School for a term
this spring proposed that his wife, Mrs. J. M. Welchman, as his
assistant, conduct the primary department of the school during his
own absences.
Terms: $20.00 pro. Month otherwise under the same agreement as that
made with himself. (see p. 106)
J. H. Barker moved that the board present to the public the sum of
$350.00

as the estimated expenses necessary for school purposes for the
present year, and that, in accordance with such estimates the people
be requested to vote a tax of 1 1/2 pr. ct. on all taxable property.
Seconded by Foster Curtis and unanimously carried.
The clerk was instructed to post up notices, as by law directed,
calling for a meeting of the interested citizens of this district
to vote upon said proposition and to transact any other school
business that might be necessary, on Wednesday evening Mar. 29th
1876.

Feb. 7th held at the schoolhouse. Beck presiding. Opened as usual.
Motioned by Barker, seconded by F. Curtis, that the teacher bro.
Welchman so regulate, or grade, one quarter with another, as to keep
the fees for the second quarter from over running $300. Carried.
Barker called for Mellissa Haw's receipts. Beck promised to get them.
Barker called for the assessor and collectors report. J. Griffin
stated that not understanding the duties of Ass. & Col., were now
devolving upon him he was not prepared to report.

No. 7 Mass Meeting for vote upon tax. Held at the school-house, March
29th 1876, as pr. public notice duly given.
Meeting called to order by J. N. Beck; who read the notice, and
made some remarks relative to the tax in contemplation.
The clerk, by request, read the resolution made at the meeting of
the Board, held March 17, concerning the matter; stating that he
had complied with the instructions, (then given, as to posting
notices, etc..) After some further remarks by Messrs. Br.
Littlewood, J. H. Barker, & Foster Curtis, in favor of the tax.
Bp. Littlewood motioned for a tax of one and one half per cent
(1 1/2 %) on all taxable property. Motion seconded by A. P.
Welchman-and when put was carried with 15 yeas and 2 nay.
Bp. Littlewood spoke upon the principle of taxation.
The late school law was read.
A call being made for a financial report of the Board; the Report
was read, and upon motion accepted.

No. 8 Special Trustee Meeting held Nov. 1st 1876 at the house of Wm.
Griffin. Present J. H. Barker, Wm. Griffin, F. Curtiss, Bp.
Littlewood, Jno. Griffin and A. P. Welchman. Prayer by Bp.
Littlewood. Jno. Griffin presented a bill calling for $10 for
services rendered in 1875, and up to Feb. 4, 1876 as Ass. and
Col. He also petitioned for 5% of tax of 1876, to renumerate him
in assesing and colecting the same. A. P. Welchman, presented a
bill for services rendered, up to date, as clerk, amounting to $3.
with 25 c. for stationary, furnished. F. Curtis presented a bill
for wintering two steers, with herd bill for the summer on the
same $4.50. These three bills were allowed. Bro. Griffin's to be
paid out of the fund and Bros. Welchman and Curtis to be credited
on taxes.
Margaret Louslies [Magdalene Looslie] taxes remitted in full prior
to 1876, the taxes of Mrs. Jas. Nelson for 1876, remitted in full,
Alfred Goodsell's taxes remitted in full, he having left the county.
All claims against Hyrum Curtis, remitted except tuition fees due
Mar. 22nd for pupils sent to Welchman's school, in consideration of
an old claim against the board for services rendered while trustee.
Resolved that Jno. Griffin have charge of work to be done in behalf
of the Board, on school house and for other purposes, a list of some
work now needed was furnished him. Resolved that the Board engage
the services of A. P. Welchman as teacher, renumerating him with the
school fees and appropriated funds.
Taxes of John Seiter remitted or rather cancelled by services
rendered (see p. 98) in '76.

Resolved that one half the value of wood hauled to the schoolhouse
be credited to the individuals hauling the same, on acc.

No. 9 Special Minutes of school Trustees Meeting Nov. 9th 1876. The
people having manifested an unwillingness to sustain the school at
the graded rates lately decided upon by the Board of Trustees.
A Special meeting was held to reconsider the mater.
Carried that the former grades be respectively reduced to $2,
$2.50 and $3.00.

No. 10 Sat. Dec. 30th [1876]
Trustee Meeting, Board all present and also Bp. Littlewood. The
subject of the slim attendance at school at the present time was
discussed, in connection with the last prices of tuition as
established by the Board-and their bearing upon the existing and
future welfare of the school. And although it was not considered
that any prices had been presented but such as the people should
have sustained, yet for the children's sake the Board conceeded to
the following.

Lower grade $1, 2nd Grade $1.50, highest grade $2.00 pr. each pupil,
enrolled, pr. qr. from time of entry upon roll. And further that in
hope of support of the community, the Board hires Bro. A. P.
Welchman as teacher for 9 months, at a salary of $325. Said nine
months time to be worked in by Oct. 1877. Both of these arrangements
to take effect from time the winter term of 1876 and 1877 commenced.

No. 11 Minutes of special Trustee meeting held at J. H. Barker's March
26th 1877.
The following Bills were present, Wm. Bell for putting up straps
and blinds to windows $4.10, passed. Bill for P. Benson making
pencil trays and adjusting the chandalier pully, 2.10; allowed.
John Griffin for hauling trees from Logan, 2.00 allowed.
John Griffin charged 5$ for shade trees. The first cost of the
trees was 10$, hauling 5$.
Bill of F. Curtis for writing desk 1.50, passed.
Bill of J.H. Barker for services in auditing books, etc, during
1875 and 1876, $1.95, passed.

A Resolution then passed the Board that J. H. Barker be Treasurer,

Senr. Trustee, Barker, explained, and commented upon the foregoing
report; and invited the criticism of the meeting.
On motion of Bp. Littlewood, Seconded by Amos Clarke, the report
was unanimously accepted.
Bro. Barker then presented the question "What shall the School tax
for 1877, for District No. 6, be?"; asking, in behalf of the Board
that it be one per cent (1%).
After the matter was fully discussed, Bro. Barker's proposition was
carried by a clear vote.

No. 13 - Th. Nov. 8. A special meeting was held at the house of W. H.
Griffin. On recommendation of A. P. Welchman the tax of Jabez
Looslie for the present year (1877), amounting to $4.60 cents, was
remitted.
A. P. Welchman was engaged by the Board to teach the Newton day
school, Dist. No. 6, for 6 mos, 120 days, commencing next Mon.

No. 14 - Jan. 14th [1878]
Special meeting, at call of Trustee Barker, met at his house, and
called to order by him.
The subject of delinquent taxes was considered, in connection with
a debt due the Newton Co-op. Store. All the Board being present,
decided that the Collector John Griffin be required to collect all taxes now due within three weeks, or one week before the close of the present quarter. And that the Board will then proceed to collect any amounts still due.
Also passed, that all accounts, including the teacher's, be then made up, and presented.
Agreed that the people he levied upon for three-fourths of the Teachers wages, instead of one-half as formerly agreed upon, and that, to do this 1.50 pr. pupil pr. qr. be charged.
On enquiry of Bp. Rigby, John Griffin, as supt. of labor, reported that that cupboards may be expected here this week.
Agreed to furnish the teacher with certain books & slates now needed, upon his presentation of a list.

Feb. 7th [1878 Minutes]
Special Meeting. Held at School house. Present of the Board, J. H. Barker & Wm. Griffin, Trustees; Welchman, clk. and also Bp. Rigby.
Decided: that for Qr. ending Feb. 12th, school should be graded into two divisions; 1st Division
Page 26 consisting of 2nd Readers and upwards; 2nd Division, of all under 2nd Readers.
Resolved: that, for this Quar. past, the higher Division should be charged $2.00 tuition fee; and the lower Division, 50 c less, per. pupil, or $1.50.
Clerk was instructed to issue, forthwith, Notice for an Election of Trustees for this the 6th Precinct, as by law required. To take place on Monday evening, Feb. 18th, instant, at 7 O'clock.. (N. B. said Feb. 8th notices were duly posted. A.P.W. clk)
Teacher was instructed to vacate the school, indefinitely; awaiting said election and consequent results: as the present Board did not wish, under existing circumstances, to assume further responsibilities.
Feb. 18th [minutes 1878]
According to above notice an Election meeting was held, but owing to movements in the legislature now in session indicating important changes in the school law; and to the slim attendance, on account of heavy storm, the election was indefinitely defered, subject to the call of the Trustees. A Financial Report, for the past year (from Mar. 29th 1876) was read by Senr. Trustee, Barker, and unanimously accepted. (see p. )
Also a list of families, number of attending pupils, and amount of fees due, for Qr. ending Feb. 13th 1878, read and accepted.
Trustee Barker stated that for that for 9 months of the past school year the schooling pr. child has averaged about $4.00, or, $1.33 1/3 pr. pupil pr. Quarter.

On proposition of Trustee Barker A free school was voted for for the next quarter. The Assessor & Collector of the Board to collect sufficient of debts now due the Trustees to pay the teacher; not asking for the rest of the debts until next harvest time.

March 7th [1878 minutes]
The adjourned meeting of Feb. 18th, being called for the Board of School Trustees for the purpose of holding the Election then defered, on motion of J. H. Barker, seconded by Ludvic Erkson, Wm. F. Rigby[,] Senr. was called to the chair.
On motion of J.N. Beck, seconded by John Jenkins, Mssrs. Peter Benson, Swen Jacobs, Senr. and James Christiansen were unanimously chosen a committee to nominate parties to form the New Board of Trustees.
Committee retired, and on return presented the names of J. H. Barker, Wm. H. Griffin and Amos Clarke, as their nomination of trustees for the ensuing term of office.
On motion of Jno. Jenkins, seconded by John Griffin the nomination of the committee was unanimously sustained, and the committee discharged.

March 8th - Called meeting of the New Board held at the house of Bro. Barker: all present.
A. P. Welchman presented a bill as follows $1.00 for repairing desks, $2.00 for
services as clerk from Nov. 1st '76, up to date, total $3.00: granted.
He, A. P. W., was instructed to request Widow Johnson to continue sweeping school house, and to assure her of necessaries now, in payment, and some cash or store pay in the future.
J. H. Barker was instructed to endeavour to get some castings for desks, so that the wood work might be fitted at home.
Teacher called for more slate pencils.
It was agreed to set out a few good shade trees in a suitable locallity upon the public square for locating privies in the future.

Oct. 23 Meeting held in the School House according to notice, for Receiving Report of Trustees, and voting a tax for school purposes on motion of James Parsons seconded by James Christenson it was agreed without any dissenting vote that 1/2 of one per cent be levied and collected in Newton School Precinct for School purposes for the year 1878, The report of the Trustees was also accepted See page 189.

Oct. 27 At a School Trustee Board meeting, Taxes of F. Curtis, amounting to $3.00, for year 1877, remitted.
Nov. 4 Board meeting held in school house. Present of the Board, J. H. Barker and Wm. H. Griffin. Also Bp. W. F. Rigby.
A. P. Welchman was asked for proposition to teach the day school during the coming winter term. But declined making any, other than those under which he last taught,
The Board then proposed that Bro. Welchman teach school, for the school year of 1879, on the following terms.
1st: to receive from the Trustees, for each individual pupil sent to school the sum of one dollar pr. qr.: and
2nd: To receive, in addition, from the trustees, for each quarter taught, one third of the appropriation from the Territory to Newton Precinct.
Each quarter to consist of ten weeks of five days pr. week.
Bro. Welchman acceeded to these terms as a Latter Day Saint, and not by any means as a mutual business contract.

Feb. 11 The following is a synopsis of minutes of the educational portion of a business meeting held in the school house.
Trustee Barker reported having visited the school; and having found a lack of system there, and a consequent lack of progress.
Trustees had now given Bro. Welchman an assistant expecting that he would now introduce the system introduced into the county by the "Outlines of Study" etc., published by Miss I. I Cook, Co. Supt. of Dist. Schools.
Trustee Barker wanted all playing within the school house prohibited by the teacher.
Bp. Rigby stated that he should sustain Miss Cooks system.
M. P. Petersen, and others complained of a lack of progress in their respective children who were pupils. It was thought the monitorial system was too freely used; and that a change of teacher, as well as a change of system were needed.
Bp. Rigby stated that if the teacher, Bro. Welchman had not done justice to the school, it was the fault of the Trustees.
The teacher, Bro. Welchman said he had never laid claim to be a thoroughly educated man, nor that he could systematically conduct a school according to the late and most approved methods. That he had been invited to come to Newton, he came only to do as best he could, and he had done so. He emphatically denied that
Page 31 Alma P. Benson had been unjustly turned out of school during the previous term-and that he had been as good as turned out this present quarter, as charged by his father.
He announced, however, that he would no longer be a block to the progress of the children, but would leave the school room for some abler teacher to take in charge.
But he maintained that only one side of the matter had been presented to night.
The Trustees, with the approval of Bp. Rigby also, are willing to release Bro. Welchman at the close of the present quarter.
It was motioned by John Jenkins and seconded by Wm. Bell sen., that Miss I. I. Cook's system, and "Outline of Study" for District schools of Cache Co., be sustained by the people. Carried.
Meeting adjourned, or rather went into a committee of the whole on Land matters. For full minutes of the meeting see Town Record, page 164.

Tue. March 4th An Election meeting was held at the school-house for the election of a Board of School trustees District for the 6th School of Cache Co.. Said election being called by notices properly given.
J. H. Barker nominated W. F. Rigby Sen. For the chair, seconded by A. P. Welchman, carried.
Chair asked who shall be our clerk. On motion of Barker, seconded by J. Jenkins
Page 32 A. P. Welchman was elected clerk of meeting.
By request Trustee Barker spoke on the objects of the meeting. Said the Board
presented no financial report to night, as one was presented and accepted not long ago since. Stated that a lack of uniformity in the times of elections, the school year, and the rendering of accounts to the Co. Superindendant rendered it inconvenient for the attending to some of these matters.
The meeting decided to elect trustees viva-voice. On the question of the Chair P. Yensen moved that a nominating committee he appointed by the chariman: seconded by A. P. Welchman. Remarks called for-Carried.
Chair appointed Foster Curtis, John Griffin and Wm. H. Griffin as that Committee. Committee retired.
On call, the Chairman addressed the meeting. Said: Our present leading educational man, John Taylor, is laboring to perfect the school laws and practices. Thought we should all respond with zeal worthy the cause. Considered it necessary to educate our crude mountain youth, so that being thereby under controll, they might be trained in that way which will preserve our peace and liberties. Their natural abilities only need proper education to develop them into useful, honorable men and shining lights in society.
Committee now returned and reported as nominees Wm. F. Rigby, Jno. H. Barker and A. P. Welchman.
Chair asked the electors what they would do with the report.
After a speech by M. P. Petersen, John Jenkins
Page 33 moved that the report of the committee be accepted, and they discharged, with thanks, from their committee-ship. Seconded by M. P. Petersen; and, no remarks being offered, carried unanimously.
It was then moved by Stephen Durrant, seconded by John Jenkins, and without remarks, carried unanimously, that the nominees Wm. F. Rigby, Jno. H. Barker and A. P. Welchman are elected a Board of Trustees of school for the Sixth School District of Cache Co., U. T.
J. H. Barker, answering certain objections made by M. P. P. [?M. P. Petersen] to some school proceedings, said: The Trustees have always objected to interruptions of the day school; but many important meeting are demanded in the interests of the ward, and yet we have but this one house in which to convene schools and all other meetings. These facts suggest the great necessity for the building of a vestry-room, attached to this house.
A. P. Welchman agreed with Bro. Barker in the necessity for such a room; as also did
Bp. Rigby, who further said that he would be pleased to see the trustees take action in this matter.
On motion the meeting adjourned, sine die.

Of a meeting of the Quallified voters of School District No. 6 Held in the School House Oct.13th 1879, for the purpose of electing a School Trustee and voting for a School Tax.
J. H. Barker in the chair. Jas. P. Low was appointed Sec'ty Pro Tem.

A meeting was held in the School House at 12 o'clock, noon. To present the School Trustees Report, for the year 1879. When the following Reports as on Pages [blank] were presented and by vote accepted moved by Jas. Parsons and seconded by John Griffin
Trustee J. H. Barker spoke of the Trustees being paid for their services by a per centage of the means collected, and asked that 15% be allowed to the Trustees for their services in the future and that it bear date also from the last Report of Oct. 23, 1878, After some discussion on the question it was moved by A. P. Welchman seconded by Bishop W. F. Rigby and carried.
That the School Trustees be allowed for their services collecting & disbursing school funds fifteen per cent on all means passing through their hands except the Territorial appropriation, and to commence from the date of last report, Oct. 23, 1878.

Meeting was held in the School House according to Notice published
in the Logan Leader for the election of School Trustees and the voting of a
School tax called to order by J. H. Barker opened by prayer Public Notice of meeting was read by J. H. Barker and the Report of School Trustees to date June 7, 1880 read and accepted by unanimous vote
It was then moved seconded and carried that W. H. Griffin be chairman and John Griffin Secretary of the meeting for conducting the election
The election was then held by Ballot with the following result Elected for 1 year P.

opposition votes being cast for any others J. H. Barker then read an estimate of expenses
for school purposes for the year 1880 and on behalf of the Trustees asked for a tax of 1%

Meeting of the Board of School Trustees On motion of J. H. Barker sec. by P. Larsen J.
Griffin was chosen chairman of the Board - P. Larsen was appointed by the Board Assessor
and collector J. H. Barker Junior was appointed Secretary and Treasurer, The Trustees then
instructed the collector to forthwith collect the amount due to trustees from 9 persons-it
was agreed to ask the taxpayers for 1/2 of 1% for 1880. The collector was also authorised
to hire some person to take charge of the trees around the Public Square Monday July 19,
1880 School meeting called to order by J. Griffin prayer by J.N. Beck The notice calling
the meeting was then read by the chairman. The object of the meeting being to vote a
School tax for the year 1880 J. H. Barker on behalf of the Trustees asked for a tax of 1/2
of 1% and gave an estimate therefore Ballot was then taken and there was 11 votes for a
tax of one half of one per cent being a clear vote and no opposition All in the house
voting on motion of J. H. Barker sec. by J. P. Yensen the assessor was authorized to use

Meetting of School Trustees held in Newton Schoolhouse July 10, 1882 meeting was called to
order by the Chairman Prayer by L. Erickson the notice of calling the meeting was read by
the clerk the Annual statement of the trustees was read by the sectary and certified by J.
N. Beck that he had audited the report and found it correct. Baloting was then had for
trustees Jonas N. Beck, and Peter L. Nelson was appointed Judges of Election the votes was
then counted by the Judges of election and William H. Griffin was elected for School
Trustee for one 1 year and John Griffin for 3 three years by all the votes cast. W. H.
Griffin then gave annestement [?an estimate] of the means required for School purposes and
asked that _ of one per cent be voted a vote by balot was then taken on the tax the Judges
of election canvassed the votes and declared that _ of one per cent was voted for

and he found that the report was corressponding with the same. some remarks was made after
which it was accepted by a clear vote. it was move & sec. & carried that P. L.
Nelson & J. P. Jenson be a commitee to nominate a school trustee to be elected for
three years the commitee they had nominated Wm. H. Griffin for said position the meeting
then proceeded to vote by ballot J. N. Beck and J. P. Jenson was elected Judges of
election and after counting of the votes Wm. H. Griffin was delcared elected trustee for
three years by a clear vote the nesct [next] proceedings was to vote a tax for ensueing

England of Hyidepark for three Quarters schooling Bro. Charles England was then asked to
state what terms he would teach our school for three Quarters for he then stated that he
would teach for sixty Dollars per month and that if at aney time he did not give
satisfaction he would be willing to leave the agreement was accepted by the Trustees and
it was agreed that school should start on Monday December the third and it was also agreed
that he should teach sixty schoolers providing there was onley three grades Meeting then

Page 316 Minutes of the anual Meeting of the qualified voters in the
Newton School District No. 6 held in the School house July 1884. By motion James Parsons
was elected chairman of said meeting, and Wm. F. Jensen, secretary. The secretary read
the notifications of the meeting, he allso read the anual report. By request of the
chairman, auditor J. N. Beck, gave a statement to the effect that he found the accounts to
be correct. Trustee Wm. H. Griffin, gave some items explaining more fully the accounts. It
was moved, sec. & carried that the trustees for their servises during the past year be
allowed a compensation of $20.00 dollars. It was move, sec. and carried that the accounts
be accepted as read. The meeting next proceeded to vote for trustees by ballot. The
chairman apointed P. Larsen, to act as associate judge of elections. After counting the
votes, the following persons were declared elected by a clear vote. Wm. F. Jensen as
trustee for 3 years. Moroni Jenkins " for 2 years. Wm. H. Griffin " for 1 year.

& tax payers of Newton School District No. 6. held July 13, 1885. A. Goodsell was
elected chairman, and Wm. Jensen, Secretary. Secretary read the notifications of the
meeting, after which the chairman stated that the first business of the meeting was to
elect a trustee for 3 years. P. Benson, M. Jenkins & J. N. Hansen was appointed a
committee of nomination and reported that they had nominated Wm. F. Rigby Jr. as a school
trustee for 3 years. The meeting then proceeded to vote by ballot. H. Simonsen was
appointed judge of elections. After counting the votes, Wm. F. Rigby Jr. was declared duly
elected by a majority vote to be a school trustee for the term of 3 years. The annual
financial report was then read & declared to be correct by auditor J. N. Beck, it was

Page 350 Minutes of a special Meeting
of the voters and tax payers of Newton School District (No. 6) held on March 5th 1886, at
Newton School house. For the purpose of considering the sale of part of the School Block
not needed for school purposes. John Griffin was chosen chairman & Wm. F. Jensen,
Secretary. The notice calling the meeting was then read, after which further explanation
was made by trustee M. Jenkins. The trustees was in debt to the land committee for the
school block & it was to meet this obligation that the trustees desired permission to
sell such part of the land as was not needed for school purposes. Meeting next proceeded
to vote on the subject by ballot. J. F. Hansen chosen Judge of electioning or voting.
After counting the votes it was declared that by a clear vote the school trustees was
authorized to sell the land as described in the notice calling the meeting. Meeting was

Page 197 Rules of Newton Day School
As presented to and accepted by the people in meeting assembled
Oct. 28th 1878
1. Pupils will be held responsible for any want of personal cleanliness, or
neatness; and for unclean or untidy conduct about the school house or
premises.
2. No pupil affected with contagious desease, or coming from a house in
which such desease exists, shall be allowed to remain in school.
3. Pupils may appeal to the teacher if imposed upon, but must not quarrel,
nor fight.
4. Pupils, or their parents, will be responsible to pay for any damage done
to school books, or other school property, or to the school house,
whether done accidentally or not.
5. Tuition fees shall be paid for each individual pupil from the time that
he or she, commence to attend school until notice is given to the teacher
of the intention to withdraw any particular pupil, except in case of
sickness, or other cause acceptable to the Trustees.
6. For refusal to pay for damages done, or for neglect to pay tuition fees,
or for disorderly conduct persisted in, pupils may be dismissed from
school.

Agreement between the School Trustees and people of Newton School District
(No. 6), on one part, and A. P. Welchman, teacher, on the other: under which
the Newton Day School was opened on the 29th of March 1875:
Said A. P. Welchman is engaged to teach said school for one school year
(240 school days) at the salary of $40.00 pr. mo. (20 days).
One third (1/3) of said salary to be paid in cash, for the payment of which
the Board of School Trustees are responsible:
Two thirds (2/3) payable by the patrons of said school in general pay as
the teacher and individuals may agree upon: each patron paying a just
proportion as pr. number of days actual attendance of the children they
send.
The teacher may demand a quarterly settlement of accounts, and also the
notes of the respective parties who may be owing, drawing two pr. cent
interest pr. mo. (2%) from date of debt: but the teacher pledges himself
to demand this interest only of those who do not make satisfactory exertions
to pay up.
Any cases of serious disagreement between the teacher and the other party
to be settled by arbitration of disinterested persons, not citizens of the
district.
P. S. The object of this is to form a basis for a permanent school.
School books, and other stationary necessary to the efficient conducting of
said school to be furnished to the teacher, subject to his, controll for
six mos., at least.
The teacher does not assume responsibillity for the proper advancement of
the pupils whenever the daily attendance exceeds 50, without additional
assistance.

A.P. Welchman was asked for proposition to teach the day school during the coming winter term. But declined making any, other than those under which he last taught,

1st: to receive from the Trustees, for each individual pupil sent to school the sum of one dollar pr. qr.: and
2nd: To receive, in addition, from the trustees, for each quarter taught, one third of the appropriation from the Territory to Newton Precinct.
Each quarter to consist of ten weeks of five days pr. week.
Bro. Welchman acceeded to these terms as a Latter Day Saint, and not by any means as a mutual business contract.
